<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The </SPAN><SPAN>Historical Municipal Landfills</SPAN><SPAN> dataset is a spatial representation of the locations of historic landfills in the province of Alberta. The data was originally captured in a 1982 survey conducted by MacLaren Plansearch Lavalin where counties within Alberta were asked to identify the quarter section that landfills were located in. MacLaren ranked the results of the survey categorizing landfill locations based on their potential risk for environmental and human health impacts. In 1985 Associated Engineering did an evaluation of a selection of sites which MacLaren had ranked as having the greatest potential risk and identified them on hardcopy aerial photographs. A subset of the remaining landfills in the MacLaren report were located on historic aerial photographs as part of an Alberta Environment and Protected Areas project where the footprint of the landfill was digitized. These three sources were used in the creation of this dataset: MacLaren Plansearch report; Associated Engineering Report; and Alberta Environment and Protected Areas digitization project.</SPAN></P></DIV></DIV></DIV>
The Historical Municipal Landfills dataset was designed to provide users with a resource for identifying historical landfill sites.

The 'check geometry' and 'repair geometry' tools were run on the dataset. It was loaded into a feature dataset with topology rules to verify that it contains no overlaps, no duplicate polygons and that it is within the provincial boundary.

The MacLaren Landfill Dataset is not complete. The landfills identified to the quarter section will be further delineated as time and information allow.
The accuracy of the dataset depends on the value populated in the 'Type' field. The features with a value of 'Associated Engineering' in the Type field are the most accurate with the limiting factor in their accuracy being that they were georeferenced from photocopied air photos. The features with a value of 'Digitized Air Photo' in the 'Type' field are digitized from historic air photos. The location is accurate but the footprint represents the landfill at the time that the air photo was taken. The features with a value of 'Yet to be Digitized' in the 'Type' field were collected in the MacLaren report where a county reported what quarter section landfills were located in. These records are included in the dataset as the whole quarter section as the exact location has not been determined.
The report evaluates 167 waste disposal sites in Alberta with respect to their potential to adversely affect the environment. The evaluation is summarized from information provided by Alberta Environment, local interviews and site inspections. No direct samplings were undertaken at any of the sites and as a result, evaluation findings are presented in terms of the potential of a site to affect the environment. Only direct sampling can determine the degree and extent of any problems posed at a site. A relative ranking of the 167 waste disposal sites is provided to help direct future investigations.

(ADP), on behalf of the Government of Alberta, the ATS v4.1 Polygons - Quarter Section with Road Allowance layer contains polygons that represent the location of Quarter Sections and adjacent Road Allowance Segment polygons, derived from the Master Alberta Township System points file published as ATS Version 4.1, dated March 31, 2005, and clipped to an updated Alberta Data Partnerships Ltd. (ADP) created version of the Alberta provincial boundary.

For those sites associated engineering acquired Aerial photos and drew a boundary around the landfill footprint. That was submitted to the Government of Alberta in a report. 3. The Associated Engineering aerial photos were then scanned and georeferenced using a linear polynomial and a minimum of 6 control points. The georeferencing was focused on preserving the spatial accuracy of the area of land occupied by the landfill not the entire area of the photo. 4. The boundaries drawn on the aerial photos by Associated Engineering were digitized into this dataset and the schema was developed to have the 'Type' field populated with 'Associated Engineering'.

The features with a value of 'Yet to be Digitized' in the Type field were generated using the following steps. 1. MacLaren Plansearch Lavalin sent a survey to the counties of Alberta. Counties returned a list of quarter sections that contain landfills. 2. Using the list from the MacLaren Plansearch Lavalin report a definition query was built to select all quarter sections in the province that were identified as having a landfill. 3. Quarter sections were exported to the new dataset and the schema was update to have the 'Type 'field was populated with 'Yet to be Digitized'.

ATS v4.1 Polygons - Quarter Section with Road Allowance
The features with a value of 'Digitized Aerial Photo' in the Type field were generated using the following steps. 1. Historical aerial photos were requested from the aerial Photo Distribution Library for the quarter section that the MacLaren report had an identified landfill in that was not captured by Associated Engineering. 2. Aerial photos were reviewed until one was found that contained a clear image of the landfill footprint. 3. The aerial photos was then scanned and georeferenced using a linear polynomial and a minimum of 6 control points. The georeferencing was focused solely on preserving the spatial accuracy of the area of land occupied by the landfill. The georeferencing was done by a team of university and technical Institute students from various disciplines 4. The landfill footprint was digitized from the georectified aerial photo. Therefore, only the footprint that was visible at the time the aerial photo was taken is digitized; potential expansions or covered areas were missed. These records have a 'Type' field of 'Digitized Air Photo' in the dataset schema.
